We live in an era of unprecedented change in education with general education being overtaken by “no Child Left Behind,” accountability. Demands seem to be everywhere, and we now have IDEA 2004 with a new series of provisions. What does it all mean? The answer is: It depends on what we make of it. Most of the opportunities we now find ourselves with are the culmination of a 30-year history in education. Being proactive in our response to this evolution is critical to schools and students in meeting the increasing demands. For us to be successful, our past cannot be our future. The Response to Intervention provision in IDEA 2004 for assessing and supporting students with learning problems represents a great opportunity for improving our educational practices. Our presenter, Dr. David Tilly of Iowa’s Heartland Area Education Agency, is on of the nation’s foremost authorities on RTI, data-based decision making, educational problem-solving, and alternative systems for delivering special education services. By attending this workshop you will be much better equipped to effectively plan for implementing RTI in your school.

About the Presenter: Dr. David Tilly
W. David Tilly III, Ph.D., is one of the foremost innovators in the nation in helping schools use RTI and other data-based decision making strategies. He currently serves as Director of Innovation and Accountability for Iowa’s Heartland Area Education Agency. Dr. Tilly was principal investigator and primary author of Data Driven Leadership, a grant from the Iowa Department of Education. In this role, he helped develop a 4-day curriculum on Data-Based Decision Making that all school administrators in Iowa participated in throughout the 3 years of the grant. David is a school psychologist by training, and earned his doctoral degree in the University of Oregon’s nationally recognized training program. He has worked as a practicing school psychologist, a University faculty member at Iowa State University, a state department of education consultant and an administrator. He works regularly with states, school districts, federal offices and national organizations on improving educational results for all children. He is the 2006 recipient of Martha Fields Award of Excellence from the National Association of State Directors of Special Education.
Administrator Academy credit is being offered or 5 CPDU’s to participants. WCISEC is providing this course at no cost to the participants.
Conference is limited to 50 participants. Lunch on your own. Registration is from 8:00-8:30 a.m.
